East Africa Incentive RFP: Destination Criteria, Risk, and Air Access
Filter on passport readiness, airlift from origin cities, seasonality, visas, camp-versus-gala scale, and a written risk annex. Hubs are NBO, JRO, ADD, SEZ and MRU — with Kigali and Entebbe for gorillas.
What we tell planners
Destination criteria before you fall in love with a photograph: (1) What share of qualifiers hold passports that can complete Kenya eTA, Tanzania e-visa, Rwanda/Uganda entry, Ethiopia e-Visa, Seychelles or Mauritius arrival in the time you have? (2) Which origin cities have workable lift into NBO, JRO, ADD, SEZ or MRU — and will you allow a recovery night? (3) Does headcount fit camps (8–24), split lodges (40–70), or must you be on Mauritius/Nairobi for the gala? (4) Is the diary in Migration peak, gorilla dry months, Ethiopia October–January highlands, or Mauritius cyclone season? (5) Cultural and dietary fit — including alcohol, dress in Stone Town and Lalibela, and Friday patterns in Zanzibar.
Air access is a design constraint. Nairobi is the meeting-then-bush hub (Wilson to the Mara). Kilimanjaro/Arusha serves northern Tanzania. Addis is the worldwide-guest-list hub with highland internals. Seychelles and Mauritius are long-haul island finales — do not safari-depart and awards-dinner the same night. Kigali and Entebbe are gorilla gateways. Multi-country Kenya–Tanzania needs an immigration design, not a hope. Light-aircraft luggage is not widebody luggage.
Risk belongs in the RFP response, not in a verbal aside: weather (long rains, kiremt, cyclone, island wind), political and advisory routing (we change northern historic Ethiopia itineraries rather than improvise), health (malaria belts versus highland Addis, fitness gates for gorillas and Kilimanjaro), operational (airstrip sock-in, boat delay, permit caps), and reputational (no costume ethnography, no orphanage tourism). Medevac and a 24-hour desk are line items.
Ask bidders to map your dates onto a one-page calendar of safari, gorilla, highlands and ocean — so you do not force one month to do all four. Then score destination fit as heavily as the gala sketch. If passport readiness or airlift fails, East Africa is the wrong year, not the wrong photograph. We would rather lose the RFP than win a group we cannot land cleanly.
